Le concours eut donc lieu au Grand théâtre, à Luxembourg.Le programme dura près de deux heures et treize minutes. Il s'agit du plus cours depuis l'édition 1974.

La présentatrice de la soirée fut
Désirée Nosbusch. Elle était alors âgée de 19 ans.
Elle demeure toujours la plus jeune présentatrice de l'histoire du concours. Elle s’adressa aux téléspectateurs en allemand, en anglais, en français et en luxembourgeois.
Mais elle ne se répéta et ne se traduisit que rarement, préférant passer d'une langue à l'autre, parfois dans le cours d'une même phrase. Elle fit forte impression, au point d'inspirer à Gilbert Bécaud, une chanson intitulée justement Désirée. Elle ouvrit la soirée sur cette déclaration : « L'Eurovision est une institution européenne qui fonctionne parfaitement depuis maintenant trente ans. »

Dix-neuf chansons concoururent pour la victoire.
Les représentants suédois étaient en réalité trois frères mormons, d'origine américaine : Per, Richard et Louis. Leur chanson parlait de chaussures dorées qui apportaient la joie et la chance à leur propriétaire. Afin d'illustrer au mieux ce thème, les trois frères portèrent sur scène des bottines de couleur or.

La chanson irlandaise avait été écrite et composée par Johnny Logan, vainqueur de l'édition 1980. Interprétée par Linda martin, elle termina deuxième. Logan et Martin revinrent tous deux remporter le concours, respectivement en 1987 et 1992.

La représentante néerlandaise, Maribelle, avait déjà tenté de représenter son pays en 1981. Sa chanson, Ik hou van jou, était donnée favorite par les parieurs mais ne termina pourtant que treizième. Elle fut par la suite reprise par de très nombreux artistes, dont Cilla Black, en anglais, et devint le véritable succès commercial de l'édition 1984.

La chanson italienne, I treni di Tozeur, fut l'autre grand succès commercial du concours 1984. Sa prestation fut ponctuée d'un extrait de La Flûte enchantée de Mozart, interprété par trois choristes.

Pour la première fois de l'histoire du concours, une chanson et ses interprètes furent hués par le public. Il s'agit de la chanson anglaise et du groupe «Belle and the dévotion», composé de Kit Rolfe, Laura James et Linda Sofield. La cause de cet incident demeure encore difficile à déterminer.
Deux hypothèses sont généralement avancées. Premièrement, une réaction des spectateurs luxembourgeois à des évènements survenus le 16 novembre 1983. Ce jour-là, à l'issue d'un match de football opposant les équipes anglaises et luxembourgeoises, des hooligans britanniques mirent à sac la ville de Luxembourg, causant de vastes dégâts et suscitant l'indignation de l'opinion publique luxembourgeoise. Deuxièmement, une réaction des spectateurs à un trucage supposé de la prestation. Il semblerait que seule Rolfe ait réellement chanté. Les micros de James et Sofield seraient demeurés coupés et leur chœur, interprété par trois choristes, dissimulées derrière les piliers du décor.

　
The competition was then held at the Grand Theatre in Luxembourg.
The program lasted nearly two hours and thirteen minutes. This is the most progress since the 1974 edition.
The presenter of the evening was Désirée Nosbusch.
She was 19 years old. She remains the youngest presenter in the history of the competition. She spoke to the audience in German, English, French and Luxembourgish.

But she did not repeated and translated rarely, preferring to switch from one language to another, sometimes in the course of a single sentence. She made a strong impression to the point of inspiring Gilbert Bécaud, just a song titled Desiree. She opened the evening with this statement: "Eurovision is a European institution that works perfectly for thirty years now.
Nineteen songs competed for the win.

Swedish representatives were actually three brothers Mormons, of American origin: Per, Richard and Louis. Their song was golden shoes who brought joy and luck to the owner.
To better illustrate this theme, the three brothers wore onstage boots gold.
Irish song was written and composed by Johnny Logan, winner of the 1980 edition. Performed by Linda Martin, she finished second. Logan and Martin both returned to win the competition in 1987 and 1992.

The representative of the Netherlands, Maribelle, had already tried to represent his country in 1981. His song, Ik hou van jou, was the favorite by punters but nevertheless ended the thirteenth. It was later taken up by many artists including Cilla Black, English, and became the commercial success of the 1984 edition.

Italian song, I treni di Tozeur, was another huge commercial success of the competition in 1984. His performance was punctuated by an extract from The Magic Flute by Mozart, performed by three singers.

For the first time in the history of the contest, a song and its performers were booed by the audience. This is the English song and the group "Belle and the devotion", composed Kit Rolfe, Linda and Laura James Sofield. The cause of the incident remains unclear. Two assumptions are generally advanced. First, the audience reaction to events occurring Luxembourg November 16, 1983. That day, after a football match between the teams England and Luxembourg, the British hooligans ransacked the city of Luxembourg, causing widespread damage and sparking outrage public opinion Luxembourg. Secondly, viewers reaction to a trick supposed benefit. It seems that only Rolfe has actually sung. Microphones and James Sofield would have remained cut and chorus, sung by three singers, hidden behind the pillars of the decor.
